Dwight Johnson

President & Chief Executive Officer

Dwight Johnson is president and chief executive officer of Decision Sciences. He brings decades of leadership experience from a variety of transportation sectors including shipping, railroad and ports, as well as having also worked in the energy, consumer products and medical technology markets.

Prior to joining Decision Sciences, Mr. Johnson served as president and CEO of ITS Technologies & Logistics, overseeing the largest intermodal terminal management company in North America with 3,000 employees. Under his leadership, the company handled more than seven million containers annually. He previously served as president of OmniTRAX, the largest private operator of shoreline and regional railways in North America.

Mr. Johnson received his MBA from Indiana University and his Bachelor’s degree from the University of Denver.

Dr. Michael Sossong

Vice President, Research and Development & Chief Technology Officer

Dr. Michael Sossong is vice president of research and development and chief technology officer for Decision Sciences. His research has revolutionized the ability to use cosmic ray tomography for passive nuclear threat detection.

He joined Decision Sciences in 2008 as director of nuclear research and led the development of a commercial multi-mode passive detection system and other proprietary scanners and methods. Previously, Dr. Sossong worked at the Los Alamos National Laboratory where he investigated muon tomography and was instrumental in the creation of full-physics simulation models for muon tomography development.

Dr. Sossong received his PhD, Master’s of Science and Bachelor’s degrees from the University of Illinois at Urbana-Champaign. He was the recipient of the 2011 Christopher Columbus Homeland Security Award. He holds several patents and copyrights.

Mike Goll

Vice President & Chief Financial Officer

Mike Goll is Vice President and Chief Financial Officer of Decision Sciences. He is responsible for finance, accounting, supply chain, procurement, contracts, information technology, human resources, and investor relations.

Previously, Mr. Goll served as Finance Director for Era Systems Corporation, an international aviation product company headquartered in the Czech Republic. There, he oversaw global expansion into 30 countries with annual revenues of $30 million. Prior to that, he worked for Price Waterhouse Coopers.

Mr. Goll received his Master’s degree in Accounting from James Madison University and his Bachelor’s degree in Business Administration from James Madison University. He is a certified public accountant.

Brian Gallagher

Vice President of Business Development

Brian Gallagher is vice president of business development for Decision Sciences. He brings an in-depth knowledge of security methods and procedures associated with detection systems and countermeasures for weapons of mass destruction.

Previously, Mr. Gallagher served in the U.S. Department of Homeland Security as a senior physical security specialist with the U.S. Secret Service Technical Security Division. In this role, he provided technical expertise and operational support to identify hazards and implement countermeasures around the globe. Before the U.S. Secret Service, Mr. Gallagher held a number of protective service roles in law enforcement and emergency medical services at the local, state and federal levels.

Mr. Gallagher received his undergraduate degree in Homeland Security from the American Military University and received his Master’s degree in Homeland Security, with a concentration in Information Security and Forensics from Pennsylvania State University. He is a member of the U.S. Chamber of Commerce National Security Task Force.

Patrick Simmons

Senior Vice President, Government Relations

Patrick Simmons is senior vice president of government relations for Decision Sciences. His career has encompassed the development and execution of programs focused on global security and safety.

Prior to joining Decision Sciences, he lived in the United Arab Emirates where he served as a technology advisor to Abu Dhabi Customs, leveraging his expertise in non-intrusive inspection and radiation detection. Mr. Simmons previously worked for the U.S. Customs and Border Protection (CBP) for 25 years where he held many roles, including director of their non-intrusive inspection and radiation detection office in Washington D.C. While in this role, Mr. Simmons oversaw CBP’s entire inventory of detection systems which included over 300 mid to large-scale mobile and stationary systems. Mr. Simmons also managed the successful deployment of 1200 Radiation Portal Monitors at our Nation’s borders and critical infrastructure locations.

Dr. Konstantin Borozdin

Vice President, Physics & Analytics

Dr. Konstantin Borozdin is vice president of physics and analytics for Decision Sciences. He has dedicated more than a decade of his career to the study and advancement of charged particle radiography, muon tomography, muon-induced fission, radiological, nuclear and contraband materials detection.

Prior to joining Decision Sciences, he was a team leader for the Muon Tomography team at Los Alamos National Laboratory, where he worked for more than 15 years. He is one of the original inventors of scattering muon radiography. He started his research career at the Space Research Institute of the Russian Academy of Sciences, where he held positions as an engineer, physicist, and senior staff scientist.

Dr. Borozdin received a PhD in physics and mathematics from the Russian Space Research Institute and a Master’s degree in experimental nuclear physics from the Moscow Engineering Physics Institute. He is an author of more than 100 research articles and holds several patents.

Eric Fleckten

Senior Vice President of Operations

Eric Fleckten is the Senior VP of Operations at Decision Sciences. He brings a diverse background in operations from domestic and international companies such as Phoenix Solar (Singapore), SunEdison (Singapore) and United Conveyor Corporation (Chicago / Singapore). His background includes active duty service in the US Navy Civil Engineer Corps as well as almost ten years in the Air National Guard as a reserve F-16 Pilot rising to the rank of Lieutenant Colonel.

Prior to joining Decision Sciences, Mr. Fleckten served as the General Manager for Phoenix Solar – Asia Pacific and then Senior Vice President for Global Business Development. Phoenix Solar is a German based global solar EPC (engineering, procure, construct) company. While at Phoenix Solar, he led the growth of the APAC operations based in Singapore to successfully enter the Philippines and Australia markets while restructuring business operations away from small residential rooftops to successfully sell and deliver utility scale as well as large commercial and industrial solar projects.

He earned his MBA from the National University of Singapore, an MA in Public Administration from Syracuse University, a BS in Civil Engineering from Stanford University and is a registered Professional Engineer (Civil) in California.

Thomas Armentrout

Vice President of Product Development

Thomas Armentrout is the Vice President of Product Development at Decision Sciences. He has over twenty eight years of product development experience and over twenty years of management experience in executive leadership roles involving technical/functional management and program/portfolio management, as well as over eighteen years of experience developing enterprise solutions. He spent over thirteen years in the medical device field managing the development of numerous consumer products and solutions in the areas of device communications, connectivity, analytics, workflow optimization and backend system integration including the use of cloud and mobile, tablet, handheld based components.

Prior to joining Decision Sciences, Mr. Armentrout held Director level roles at Hospira, Stryker, and CareFusion, managing the development of numerous clinical enterprise solutions and products. Additionally, he has held executive level roles at several eCommerce startups (BeXcom, Eagle Creek, BandwidthX) and has led the identification, initiation, development, and delivery to market of numerous large scale product development efforts for several vertical markets.

Mr. Armentrout received his MBA from UC Irvine (Dean’s Scholar award recipient), his BA from UC Santa Barbara with a double major in Computer Science and Mathematical Sciences and is a certified PMP, Scrum Master, and AWS Solution Architect.

Stuart J. Rabin

CHAIRMAN OF THE BOARD (NON-EXECUTIVE)

Stuart J. Rabin is the President and CEO of Nine Thirty Capital, a diversified investment firm that he launched in 2004. Based in New York, Nine Thirty Capital is a flexible platform that invests in private companies as well as public securities and manages customized investment portfolios for prominent families from around the world.

From 1997 through 2008 Mr. Rabin was the President and CEO of JFI, a diversified family investment company that he co-founded. At JFI he constructed and actively managed a series of sizeable bespoke portfolios that included numerous hedge funds, an internal equity trading vehicle, direct private company investments and real estate partnerships.

Previously Mr. Rabin was employed by a New York based hedge fund, by Morgan Stanley Asset Management, and by Bear Stearns & Co. Earlier in his career, Mr. Rabin practiced law with the New York firm of Skadden, Arps, Slate, Meagher & Flom and with the Washington, D.C. firm of Verner, Liipfert, Bernard, McPherson & Hand (now DLA Piper).

Mr. Rabin is the Chairman of the Board of Directors of Decision Sciences International Corporation (www.DecisionSciencesCorp.com), an advanced technology company focused on the interdiction of contraband and the critical mission of preventing nuclear terrorism and proliferation. Decision Sciences’ revolutionary and disruptive technology – originally developed in close cooperation with the renowned Los Alamos National Laboratory – can dramatically improve the safety and security of the global community, help to save countless lives, and prevent the economic, psychological and civil liberties devastation likely to result from even a single act of nuclear terrorism.

Mr. Rabin is also a member of the Board of Directors of 924 Global Asset Finance Corporation and Chairman of the Board of Managers of Decision Sciences Medical Company, an affiliate of Decision Sciences focused on bringing to market an advanced medical imaging technology for the early, non-invasive detection of cancer and other serious medical conditions.

Nine Thirty Capital’s significant commitment to, and Mr. Rabin’s active involvement in, the business of Decision Sciences and its affiliates is illustrative of his belief that a flexible investment platform can be a model of progressive capitalism. Kennedy School of Government at Harvard University.

Mr. Rabin graduated with honors from Georgetown University and from the Georgetown University Law Center. He received his MBA from the Wharton School of the University of Pennsylvania.

The Honorable Jay M. Cohen

Board Member

Admiral Cohen brings more than four decades of expertise in science and technology research, development, testing, and evaluation as well as extensive knowledge in nuclear, explosives and chemical technologies. He has served as a Principal with The Chertoff Group since 2009. After retiring from a 38 year career in the U.S. Navy with the rank of Rear Admiral, he served as Undersecretary for Science and Technology in the Department of Homeland Security (DHS S&T). As a testament to his force of personality and management prowess, in two short years Admiral Cohen transformed DHS S&T. At the time of his Undersecretary appointment, the Fiscal Year (FY) 2007 U.S. Senate Appropriations Report described DHS S&T as “a rudderless ship without a clear way to get back on course”. Through Admiral Cohen’s leadership and the people and programs he put in place, the FY 2008 Senate Appropriations Report stated the committee “is pleased with the rapid progress S&T appears to be making…” and in FY 2009 the Congress added $63M to the nearly $1B DHS S&T budget and directed that Admiral Cohen be given acquisition authority over his responsible programs. The output focused, customer oriented makeover of DHS S&T (from the lowest morale federal government component in 2006 to amongst the highest in 2008) is a success story that is captured in Hill testimony, press articles, international partnerships, and a National Geographic TV special “Hi-Tech War on Terror” that documents the high risk/high gain innovation portfolio which he put in place to make the nation safer.

Prior to his role with DHS, Admiral Cohen held increasingly responsible positions with the U.S. Navy. In June 2000, he became the 20th Chief of Naval Research (CNR). He served as CNR for nearly six years during Operation Iraqi Freedom as the Department of the Navy’s Chief Technology Officer, reporting directly to the Secretary of the Navy, the Chief of Naval Operations, and the Commandant of the Marine Corps. In that capacity, he was responsible for the $2B+/year Navy and Marine Corps Science and Technology (S&T) Program (involving basic research to applied technology portfolios and contracting), and coordinated investments with other U.S. and international S&T providers to rapidly meet warfighter combat needs. Before that, from 1999 to 2000, he acted as Director of the Navy Y2K Project, the organization responsible for transitioning all Navy computer systems into the 21st century. In October 1997 he was promoted to the rank of Rear Admiral following four years as Deputy Chief of Navy Legislative Affairs. His first Flag officer assignment was as Deputy Director for Operations for the Joint Staff and was responsible to the President and Department of Defense leaders for strategic weapons release authority. His earlier Navy assignments included service on conventional and nuclear submarines. From 1985 to 1988, Admiral Cohen commanded USS HYMAN G. RICKOVER, and from 1991 to 1993 he commanded the submarine tender USS L.Y. SPEAR, including a deployment to the Persian Gulf in support of Operation DESERT STORM. Between commands he served on the U.S. Atlantic Fleet as a senior member of the Nuclear Propulsion Examining Board, responsible for certifying the safe operation of nuclear powered ships and crews.

Admiral Cohen holds a Master of Science in Marine Engineering and Naval Architecture from the Massachusetts Institute of Technology (MIT) and a joint Ocean Engineering degree from MIT and Woods Hole Oceanographic Institution. He was commissioned into the Navy in 1968 upon graduation from the United States Naval Academy.

The Honorable Lawrence J. “Larry” Delaney, PH.D.

Board Member

The Honorable Lawrence J. “Larry” Delaney is a senior executive specializing in space and missile systems, information systems, propulsion systems and environmental technology. Dr. Delaney has more than 50 years of international experience in research and development, high technology system development, program acquisition, management, and engineering.

Dr. Delaney retired in 2005 as Vice President, Special Programs from L-3 Communications (formerly Titan Corporation). He previously served as Executive Vice President of Operations and President/CEO of the Advance Systems Development Sector of Titan. Dr. Delaney was Chairman of the Board, CEO, and President of Arete Associates from 2001-2003. He was Assistant Secretary of the Air Force (Acquisition), a presidential appointment position requiring Senate confirmation, and Chief Information Officer from May 1999 – January 2001. Dr. Delaney held the position of Acting Secretary of the Air Force from January 20 – June 1, 2001.

Previously, Dr. Delaney was President of Delaney Group, Inc., a technical business consulting firm. He also was Corporate Vice President of BDM International and Managing Director of BDM Europe, the European holding company for BDM International, Inc. He also served as Senior Vice President and Group Manager at IABG. He was group Senior Vice President at SAIC and Deputy Sector Manager of the SAIC Military Sciences/Information Systems Sector. Dr. Delaney has directed programs for the Chief of Naval Operations, the Defense Nuclear Agency and the U. S. Army.

Earlier in his career, he was Managing Partner and Board Director of Montgomery & Associates and Founder of its Washington operations. Dr. Delaney has served as Chairman of Engility Corporation, Schafer Corporation, the National Academies (NAS) Air Force Studies Board and the NAS Special Operations Command (SOCOM) study on Universal RF Systems. He was Vice Chairman of the Army Science Board and a member of the Defense Science Board Task Force on Integrating Commercial Systems (ICS) and Advisor for Zephyr Photonics, Inc. Dr. Delaney received the Outstanding Civilian Service Medal for his work on the Army Science Board and awarded the Secretary of Defense Medal for Outstanding Public Service and the Department of Air Force Decoration for Exceptional Civilian Service.

He serves as Chairman of the Board of Trustees for Clarkson University where he received his Bachelor’s and Master’s degree in chemical engineering. Dr. Delaney received his Ph.D. in chemical engineering from the University of Pennsylvania.

Pasquale “Pat” D’Amuro

Advisory Board Chair

Pat D’Amuro is Chairman and Chief Executive Officer of Global Risk & Investigative Diligence, LLC. He is the former Chairman and CEO of Giuliani Security & Safety LLC, a division of Giuliani Partners LLC dedicated to security consulting. Previously, Mr. D’Amuro served as the Assistant Director in Charge of the New York FBI Office, where he began his FBI career in 1979. Much of Mr. D’Amuro’s twenty six year career has been devoted to counterterrorism, in which he is an internationally recognized expert.

After the terrorist attacks of September 11, 2001, Mr. D’Amuro was appointed Inspector in Charge of the FBI’s investigation of those attacks. Subsequently, Mr. D’Amuro served as Assistant Director of the Counterterrorism Division at FBI Headquarters and, later, Executive Assistant Director for Counterterrorism and Counterintelligence. In these capacities, he was instrumental in the creation and management of the FBI’s Terrorism Threat Integration Center and Terrorism Watch List.

During his distinguished career at the FBI, Mr. D’Amuro contributed to or led several high profile investigations, including the investigations of the 1998 bombings of the American Embassies in East Africa and the 2000 attack on the USS Cole in Yemen, as well as the latter stages of the investigations of the 1993 World Trade Center bombing, the Manila Air plot, and the crash of TWA Flight 800. Mr. D’Amuro has provided advice and briefings to the President of the United States, the U.S. Attorney General, the Director of the FBI, and the National Security Council, among others. Mr. D’Amuro also serves as Chair of Decision Sciences’ Board of Advisors.

Robert Raymond

Board Member

Robert Raymond is the Founder of RCH Energy and Managing Partner of RR Advisors, LLC. RCH Energy is an energy investment firm founded in 2004. With offices in Dallas and Houston, Texas, RCH currently manages approximately $1.1 billion of capital focused on midstream (exploration and production) and upstream (transportation, storage, and wholesale marketing) energy investment strategies.

Prior to 2004, Mr. Raymond worked for the Trammell Crow family and created Crow Holdings’ energy investment program in 1996. He joined the company in 1994.

For nearly 20 years, Mr. Raymond has been involved in the energy industry as a founder and manager of investment funds focused on energy investing. He has developed a strong expertise in the midstream and upstream sectors of the energy industry.

He holds a Bachelor of Arts degree in Economics from the University of Wisconsin.

William D. Forrest

Board Member

William D. Forrest was raised in a modest middle class family in a small town on the coast of Maine. After pursuing his passion for ski racing (four years) he graduated from the Cornell University School of Hotel Administration in 1986. Upon graduation, he was trained in evaluating troubled businesses for the benefit of bank clients while working as a consultant with Laventhal & Horwath. Bill then had his first private company CEO position at 27 years of age and his first public company CEO role at 35. As a result, Bill spent the first 15 years of his career as a hands-on operator. In 1999, Bill was recruited by Gleacher Partners, a boutique investment banking firm, where he lead the firm’s Restructuring Group and served as a member of the Management Committee. After a successful career as an Investment Banker, in 2007 Bill founded his Private Equity Firm, Tower Three Partners with the support of Ziff Brothers Investments. Tower Three focuses on turnarounds and business transformations with typical investment sizes of $50-$125mm. Two notable investments are the successful transformations of Restoration Hardware, a home products retailer and Paslin Technologies, a robotics integrator.

Pasquale “Pat” D’Amuro

The Honorable Jayson P. Ahern

Advisor

The Honorable Jayson Ahern is a Principal with The Chertoff Group providing strategic consulting services on homeland and border security management and global commerce and supply chain matters.

In 2010, Ahern retired from 33 years of federal service to both the U.S. Customs Service and U.S. Customs and Border Protection (CBP). At the time of his retirement, he had served for nearly a year as CBP Acting Commissioner and was responsible for securing, managing and controlling U.S. borders.

Prior to that, Ahern served as CBP’s Deputy Commissioner, the highest career position in the agency. During his interim appointment as Acting Commissioner, Ahern continued to serve as Chief Operating Officer, overseeing the daily operations of CBP’s 58,000 employee workforce and managing an operating budget of over $11 billion. Ahern’s primary focus was keeping terrorists and terrorist weapons out of the country, while also carrying out CBP’s other border-related responsibilities.

For five years, from June 2002 until August 2007, Ahern served as the Assistant Commissioner for CBP’s Office of Field Operations, a position he also held with the former U.S. Customs Service. As Assistant Commissioner, Ahern managed all Field Operations in domestic and foreign locations, as well as critical national security and operational programs. In 2003, when the Department of Homeland Security was created, Ahern presided over the historic merger of personnel from three of CBP’s legacy agencies and ensured mission continuity during the largest government reorganization in the last 50 years.

Throughout his four decade tenure with CBP, Ahern progressed through every rank in the field and held numerous senior leadership positions, including Director of Field Operations in San Diego, where he was in charge of all customs activities at the Southern California ports of entry. He also served as the Area Port Director in Los Angeles and Miami, two of the nation’s largest and busiest operations. Ahern also served in senior counter-drug positions overseeing planning and interdiction operations in the U.S. as well as conducting training assignments in many foreign locations.

Ahern has received numerous awards and recognition for his service to the U.S. including Recognition as a Distinguished Executive for his service to the government, Distinguished Lifetime Achievement Award for outstanding service and contributions toward global maritime security and the Secretary of Homeland Security’s Gold Medal.

He received an undergraduate degree in Criminal Justice from Northeastern University, was a career member of the Senior Executive Service, and a Senior Executive Fellow at Harvard University’s John F. Kennedy School of Government.

Dr. Raphael “Raffi” Amit

Advisor

Dr. Raffi Amit is the Robert B. Goergen Professor of Entrepreneurship and a Professor of Management at the Wharton School. Dr. Amit is the Academic Director of the Goergen Entrepreneurial Management Programs which encompasses all of Wharton’s entrepreneurial programs. He co-founded and leads the Wharton Global Family Alliance (WGFA), a unique academic-family business partnership established to enhance the marketplace advantage and the social wealth creation contributions of global families through thought leadership, knowledge transfer and the sharing of ideas and best practices among influential global families. Dr. Amit has published extensively his empirical and field research on a broad range of issues that relate to Families and their businesses and is frequently quoted in the press.

Prior to joining the Wharton Faculty, Dr. Amit has been the Peter Wall Distinguished Professor at the Faculty of Commerce and Business Administration, University of British Columbia (UBC), where he was the founding director of the W. Maurice Young Entrepreneurship and Venture Capital Research Center. Between 1983 and 1990, Dr. Amit served on the faculty of the J.L. Kellogg Graduate School of Management at Northwestern University, where he received the J.L. Kellogg Research Professorship and the Richard M. Paget Research Chair in Business Policy.

Dr. Amit holds B.A. and M.A. degrees in Economics, and received his Ph.D. in Managerial Economics and Decision Sciences from Northwestern University’s J.L. Kellogg Graduate School of Management.

Dr. Amit serves on the editorial board of Wharton Publishing. He completed a three year term as an Associate Editor of Management Science; a seven year term on the Editorial Board of the European Management Journal; a nine year term on the Editorial Board of Organizational Science; a 12 year term on the Editorial Board of the Journal of Business Venturing; and a 15 year term on the editorial board of the Strategic Management Journal. His research and teaching interests center on performance implications of family owned, controlled, or managed firms, entrepreneurship in independent and corporate settings, business models and business strategy and on venture capital and private equity investments. Among the journals that have published his extensive academic research are the Academy of Management Journal, California Management Review, the Journal of Economic Behavior and Organization, the Journal of Financial Economics, the Journal of Business Venturing, the Journal of Economics and Management Strategy, the Journal of Management, Management Science, Operations Research, the Strategic Management Journal, the European Journal of Management, and a range of trade publications.

Dr. Amit has extensive industry and consulting experience. He consults to substantial families throughout the world on strategy, governance and wealth management issues. He has held a range of management and Board of Directors positions in entrepreneurial settings and participated in the formation and growth of numerous companies.

He served as Chair of the Board of Directors of Creo Products Inc., (NASDAQ symbol CREO until May 2005 when it was acquired by Kodak.), between January 1996 and February 2001, and served on the Audit and Compensation Committees. Creo is a global high technology firm, with unique imaging technology, that is the world’s leading supplier of computer to plate imaging equipment for the printing industry. Dr. Amit has been an active early stage Venture Capital investor and has also consulted to private and public sector organizations in North America and Europe on a broad range of strategic issues, and on entrepreneurial management and new venture formation issues. Professor Amit has helped form the Korean Global IT Fund, a $100 million VC fund with offices in Palo Alto and Seoul and has served as the first Chairman of the KGIF Advisory Board. He now serves on the Board of Directors of Alvarion Ltd. (NASDAQ: ALVR), a leading wireless communication equipment company. Dr. Amit is a member of the Compensation, Nominating and Governance Committee of Alvarion Ltd. He also serves on the Audit Committee, where he is the designated financial expert and provides advice to management on a range of strategic issues.

Dr. R. Stephen Flynn

Dr. Stephen Flynn is recognized as one of the world’s leading experts on container and port security. In 1991, he began investigating the exploitation of containerized cargo for smuggling contraband while serving as a commissioned officer in the U.S. Coast Guard and a scholar at the Brookings Institution.

Dr. Flynn has presented congressional testimony before the U.S. Senate and U.S. House of Representatives on container, port, and maritime security on 14 occasions. From 2003-2004 he served as the Principal Advisor, for the Bi-partisan Congressional Port Security Caucus, U.S. House of Representatives & U.S. Senate. He provided expert advice and comments and recommendations in support of the drafting of the Maritime Transportation Security Act of 2002, the Safe Port Act of 2006, and the 9/11 Recommendations Act of 2007. Dr. Flynn also developed and secured the original funding and legislative support for the post-9/11 Operation Safe Commerce initiative. From 2003-2010 he served as a member of the National Research Council’s Marine Board.

Dr. Flynn has traveled extensively abroad where he has investigated port and container security and provided expert advice to government and industry leaders in the ports of Hong Kong, Singapore, Rotterdam, Antwerp, Bremerhaven, Felixstowe, Dubai, Abu Dhabi, Panama, Vancouver, Montreal and Halifax. He has visited all the major ports in the United States and has been sought out for his expert advice by the Port of Los Angeles, Port Authority of New York/New Jersey, Port of Seattle, Port of Tacoma, Port of Long Beach, Port of Miami, and Port of Baltimore.

Dr. Flynn served as the principal investigator and co-author of the first comprehensive analytical and technical assessment on “Measuring the Operational Impact of Container Inspections at International Ports” with London Business School Professor Nitin Bakshi and Professor Noah Gans, the Wharton School, University of Pennsylvania.

In addition to specializing in container/supply chain, port, and maritime security, Dr. Flynn is recognized as one the nation’s top authorities on homeland security. In the fall of 2008 he served as the lead homeland security policy adviser for the Presidential Transition Team for President Barack Obama and currently serves as part of a blue-ribbon panel on homeland security co-chaired by former 9/11 co-chairs, Governor Tom Kean and Congressman Lee Hamilton. Prior to September 11, 2001, he served as an expert advisor on homeland security to U.S. Commission on National Security (Hart-Rudman Commission), and following the 9/11 attacks he was the executive director of a blue-ribbon Council on Foreign Relations homeland security task force co-led by former Senators Gary Hart and Warren Rudman. He has written numerous articles and two of the most widely-cited books on homeland security The Edge of Disaster: Rebuilding a Resilient Nation (Random House, 2000) and America the Vulnerable (HarperCollins 2004)] and frequently advised the Bush Administration on maritime and homeland security issues. Within the Obama Administration he served as a lead-advisor to the Congressionally-mandated Quadrennial Homeland Security Review (QHSR) working group on transportation security, critical infrastructure protection, weapons of mass destruction and cyber security. The strategic guidance prepared by this group for the federal government on these issues was released in January 2010.

A 1982 graduate of the U.S. Coast Guard Academy, Dr. Flynn served in the Coast Guard on active duty for 20 years, including two tours as commanding officer at sea, received several professional awards including the Legion of Merit and retired at the rank of Commander. As a Coast Guard officer, he served in the White House Military Office during the George H.W. Bush administration and as a director for Global Issues on the National Security Council staff during the Clinton administration.

Gary D. Gilbert

Lee R. Raymond

Lee Raymond was Chairman of the Board and Chief Executive Officer of ExxonMobil from 1999 until his retirement in December 2005. Prior to his tenure at ExxonMobil, Raymond was Chairman of the Board and Chief Executive Officer of Exxon Corporation from 1993 until its merger with Mobil Oil Corporation in 1999, having begun his career in 1963 with Exxon. Raymond graduated from the University of Wisconsin in 1960 and received a Ph.D. from the University of Minnesota in 1963. Ritter pioneered the concept of Total Security Management (TSM), an enterprise risk management methodology that connects the fundamental principles of quality management with security management. TSM has been described as: “the place for corporations to draw the line in the sand where security and resilience is concerned.”

Ritter is a U.S. Naval Academy graduate and holds an M.B.A from Old Dominion University, with a concentration in maritime and logistics management. He is board certified by the American Society of Transportation and Logistics (AST&L) and completed his tenure as the Vice Chairman of the American Society for Industrial Security (ASIS) Transportation Security Council. Dr. William Schneider, Jr.

Dr. William Schneider, Jr. is President of International Planning Services, Inc., a Washington-based international trade, and financial advisory firm and an Adjunct Fellow of the Hudson Institute. He was formerly Under Secretary of State for Security Assistance, Science, and Technology (1982-1986). He served as Associate Director for National Security and International Affairs at the Office of Management and Budget (1981-2) prior to being nominated as Under Secretary by the President. In addition, Dr. Schneider serves as an advisor to the U.S. government in several capacities. He currently serves as Member of the Department of State’s Defense Trade Advisory Group and was Chairman from 1992-2010. He previously served as Chairman of the President’s General Advisory Committee on Arms Control and Disarmament from 1987 to 1993, and the Defense Science Board from 2001-2009. He currently serves as a Senior Fellow of the DSB.

He is an economist and defense analyst and was formerly a Staff Associate of the Subcommittees on Defense and Foreign Operations of the Committee on Appropriations in the U.S. House of Representatives and a consultant to the Hudson Institute (New York). Prior to joining the House of Representatives staff in 1977, Dr. Schneider was a U.S. Senate staff member (1971-77) and a professional staff member of the Hudson Institute (1967-71).

Dr. Schneider received his Ph.D. degree from New York University in 1968. He is a member of the American Economic Association, the Econometric Society, the Council on Foreign Relations and the International Institute for Strategic Studies.

Dr. Michael Sulmeyer

Dr. Michael Sulmeyer is the Belfer Center’s Cyber Security Project Director at the Harvard Kennedy School. He is also a Contributing Editor for Lawfare. Before Harvard, he served as the Director for Plans and Operations for Cyber Policy in the Office of the Secretary of Defense. There, he worked closely with the Joint Staff and Cyber Command on a variety of efforts to counter malicious cyber activity against U.S. and DoD interests. For this work, he received the Secretary Medal for Exceptional Public Service.

Previously, he worked on arms control and the maintenance of strategic stability between the United States, Russia, and China. As a Marshall Scholar, Sulmeyer received his doctorate in Politics from Oxford University, and his dissertation, “Money for Nothing: Understanding the Termination of U.S. Major Defense Acquisition Programs,” won the Sir Walter Bagehot Prize for best dissertation in government and public administration. He received his B.A. and J.D. from Stanford University and his M.A. in War Studies from King’s College London. In the mid-1990s, he was the System Operator (SysOp) of The Summit BBS in Santa Barbara, California.

Frances F. Townsend

Frances Townsend is the Senior Vice President of Worldwide Government, Legal and Business Affairs at MacAndrews and Forbes Holdings, Inc. Townsend was a corporate partner at the law firm of Baker Botts, LLP. Previously, she served as Assistant to President George W. She serves on numerous government advisory and nonprofit boards. Townsend chairs the Board of the Intelligence and National Security Alliance. She is also a member of the Council on Foreign Relations and the Trilateral Commission.

David B. Waller

David B. Waller served as Deputy Director General and head of management of the International Atomic Energy Agency (IAEA) from 1993 through 2011. The IAEA – with its 162 member countries – has a staff of more than 2,300 in Vienna as well as inspectors and experts working around the world. It is charged with verifying nations’ nuclear non-proliferation commitments (including the special cases involving Iraq, Iran, Libya and North Korea), advancing the fight against nuclear terrorism, enhancing the safety of nuclear power reactors worldwide, and promoting peaceful uses of nuclear technology.

Previously, Waller served at the White House as a legal counsel to U.S. President Ronald Reagan (1981 – 86), and in 1986 was nominated by the President, and confirmed by the Senate, as Assistant Secretary of Energy for International Affairs, a position he held until 1989. In that role, he served as the Secretary of Energy’s chief advisor and spokesperson on international energy policy and emergency preparedness programs. He represented the United States at various multinational agencies and was responsible for the formulation and implementation of bilateral energy relations and programs with foreign governments.

Waller began his professional career in the Attorney General’s Honor Program at the U.S. Department of Justice and thereafter was in private law practice at Hogan & Hartson (now Hogan Lovell).

Waller was the representative of the IAEA’s management at the ceremony in Oslo awarding it the 2005 Nobel Peace Prize. In 2003 he received, on behalf of the Agency, the Albert Schweitzer Gold Medal for Science and Peace. And, in 2011 the Nuclear Threat Initiative (NTI) awarded him its Gold Medal in recognition of his contribution to the reduction of the threat of nuclear weapons. Earlier, while at the Department of Energy, he received The Secretary’s Award — the highest honor given by the Secretary of Energy — for outstanding leadership, and the Superior Achievement Award, in special recognition of his achievements in the international arena.

Waller graduated, cum laude, from Denison University. Thereafter, following duty in the U.S. Army Reserves, he graduated first in his class from the University of Tulsa, College of Law. He delivered the commencement address at Denison in 2005 at which time he was awarded a Doctor of Laws, honoris causa.

Eric Womble

Eric Womble is CEO of Womble Enterprises, Inc., a consulting company he started in 2012, following his retirement as Corporate Vice President for Program Integration and Assessment from Huntington Ingalls Industries. Womble Enterprises will help defense and startup companies navigate the Washington, D.C. business environment. Womble’s career spans the public, private and military arenas.

Prior to HII, which builds 70 percent of the ships for the U.S. Navy and cutters for the U.S. Coast Guard, Womble led the Advanced Capabilities Group and reinvigorated the front end of the Northrop Grumman Shipbuilding’s strategic, technology and business development enterprise. As Sector Vice President he led the research and development, strategic planning, advanced concepts and new business development efforts for the Shipbuilding sector which has $6 billion in annual sales. Womble joined Northrop Grumman Corporation (NGC) in late 2002 as Corporate Vice President, Programs in Washington, D.C. He was responsible for business and strategic development with the Executive Branch of the U.S. government and international customers.

Womble joined NGC with over twenty‑three years of experience serving in the Executive and Legislative Branches of the United States federal government. He became the Military Legislative Assistant for Senator Trent Lott, Mississippi, in December 1995, and concurrently assumed the duties of National Security Advisor for the Senate Majority Leader in April 1997. In these positions, he was instrumental in setting and passing legislation and appropriations that positively impacted the Department of Defense, its service members and their families. He also was responsible for coordinating all military, legislative and budget activities with the Pentagon, other Congressional offices, industry, academic institutions, the Senate Armed Services Committee and the Senate Defense and Military Construction Appropriations Subcommittees.

Womble was designated a Naval Flight Officer in 1980 and was assigned to a number of assignments in Washington, DC and around the world. Womble served as Executive Assistant to the Chief of Naval Research from April 1992 to December 1995. In this position, he was the principal assistant to the director of the Navy’s science and technology executive agency, encompassing a headquarters staff of 450 personnel and the Naval Research Laboratory with 4,500 employees, which included over 900 PhDs and 71 senior executive service managers, with an annual budget exceeding $1.4 billion. After this assignment, he was selected to participate in the Department of Defense’s Congressional Fellows program.

Womble received his undergraduate degree from the United States Naval Academy and a Masters in Business Administration from Marymount College of Virginia.
